Can someone tell me if there's a config setting that changes the gun hand from right to left?

If you get dual wielding guns you can shoot the left gun with the left mouse button and the right gun with the right mouse button, but that is all I've seen.

I really like BO, but it lags way too much. My rig is plenty fast enough to play it. Is anyone having issues with this game?

I'm fine with it.
