LMAO. 
UPDATE: The decision has been put on hold by the CRTC, until May 2011. I think it's because there are ISP that have benefited and offered a "no-cap" option to the big two ISPs pushing for the okay to charge.
Can I say f-u-c-k-t-a-r-d-s here?
